Background
U.S. pesticide regulations require all pesticides to be registered and examined, or exempted from pesticide registration, by the Environmental Protection Agency. The pesticide registration process includes EPA evaluation of the product’s ingredients; the environmental impacts of pesticide use on the specific site or crop; the amount, frequency and timing of its use; and storage and disposal practices.
Show complete backgroundAlthough U.S. Treasury revenues cover most of EPA’s administration costs related to the registration of pesticides, supplementary fees paid by registrants accelerate the agency’s pesticide licensing (registration) activities, required under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) and the Federal Food, Drug and Cosmetic Act (FFDCA).
The Pesticide Registration Improvement Act of 2003 (PRIA) was enacted on January 23, 2004, and requires applicants for pesticide registration actions to pay specific service fees to the Environmental Protection Agency (EPA) for processing pesticide registration requests. The intent of PRIA is to provide additional resources for EPA’s pesticide registration efforts and a more predictable evaluation process.
PRIA I enacted a fee schedule for pesticide registration requests and lists specific decision time periods for EPA to make a regulatory decision on pesticide registration and tolerance actions. The Pesticide Registration Improvement Renewal Act (PRIA II) was enacted in 2007; PRIA II reauthorized and revised fee provisions set in PRIA I which was set to expire in 2008.

- CropLife America and its member companies support The Pesticide Registration Improvement Act as a way to improve the predictability and speed of the pesticide registration process, and work closely with the Industry Fees Coalition and with EPA to ensure smooth implementation of this important legislation.
- Proposals for any additional registration and tolerance fees would violate the spirit of the compromise that resulted in passage of PRIA.
- CLA also supports harmonization of U.S. and Canadian Pesticide Registration requirements.
